In Spain, the 2030 Agenda institutional architecture rests with the Vice Presidency for Social Rights and 2030 Agenda. This Vice President (with an ad hoc Ministry) has a 2030 Agenda Secretary of State that will rule a Delegate Commission (with all Spanish Ministers participation). Besides this, a new Long-term Prospective Commission (depending on Presidency) was set up and will be coordinated with this Vice-President.
Despite the advances in the design and approval of governance structures of the Agenda (but without it being launched yet on April 2020) and the dialogue between the Government and all the stakeholders involved, the implementation of the 2030 Agenda in Spain still does not lead to relevant structural transformations.
Spain is still in the preparation of the process to elaborate a national strategy for the implementation of the 2030 Agenda. This is expected to establish the transformative horizon for the country and the proper way to measure progress towards it. However, this is not yet a reality.
In Spain, the cross sectorial platform Futuro en Común facilitates a working group focusing on SDG monitoring, that meets on a monthly basis. In this group advocacy positions, events and information is coordinated. Feminist, peace, childhood, social action, development and environmental, human rights, trade unions organisations participate in this platform. The private sector is very articulated within the Global Compact Spain and has a direct dialogue with the government.
In July 2019, Futuro en Común participated in the High Level Political Forum together with SDG Watch Europe and other international networks, monitoring participation of the Government of Spain in this process.
